City of El Monte Launches Guaranteed Income Program

The City of El Monte launched its Guaranteed Income Program this week. El Monte will provide 125 eligible residents with $500 per month for one year. Funding for the program comes from the American Rescue Plan Act (ARPA). The RAND Corporation has partnered with the city to help manage the program and review applications for eligibility.

Applications are now available through April 15, 2023.

“This is one of the most direct ways that we can deploy ARPA funds to the most vulnerable residents in our El Monte community,” said Alma Martinez, El Monte City Manager. "We are proud to partner with the RAND Corporation, one of the most respected research organizations who will administer and evaluate the program."

“We look forward to joining the other cities in the United States that are using their resources to strive to make a difference in their communities by exploring new models of direct support to those most affected by the COVID-19 pandemic,” Martinez added.

“Eligible participants must be female heads of household (no spouse present), El Monte residents with dependents under the age of 18, who have been impacted by COVID-19 with a verified household income at or below poverty level based on the 2023 U.S. Department of Commerce thresholds,” according to a news release.
