Approximate Annual Base Salary: $116,304-$141,368 In addition to base salary, the County offers an excellent benefits plan which includes a county contribution to health insurance, dental and vision insurance plans. Other benefits also offered by the County include: Cafeteria Plan (annual amount of $24,023 which is considered the employer’s benefit contribution and may be used to purchase medical, dental, and vision coverage. Depending on a candidate’s health plan selection, premiums not paid by the Cafeteria plan allowance will be the employee’s responsibility through a pre-tax deduction. Unused monies are paid as additional salary); a 2% employer contribution to 457 Deferred Compensation plan; vacation cash-out up to 8 days annually; 15 days of vacation; 1937 Retirement Act plan with reciprocity with CALPERS.

About the position
San Joaquin County Health Care Services is seeking a proven leader to direct the administrative and technological activities of the agency’s Management Information Systems. This position is responsible for the planning, scheduling, coordinating and directing of all computer operations, electronic systems development, analysis, programming, and hardware and software systems support, establishing priorities for use of IT resources, directing the determination of connectivity and telecommunication infrastructure requirements in various facilities agency-wide and overseeing the Information Systems budget and staff. The position receives general direction from the Director of Health Care Services. This position is exempt from civil service and is not covered by FLSA.

The ideal candidate
The ideal candidate will possess the ability to make difficult decisions with sound judgment, work with department managers and staff in the development of comprehensive, long-range data processing plans and information systems, and effectively maximize the utilization of computer and electronic information resources in a health care systems environment. The ideal candidate for Chief Information Officer will possess proven management skills to lead a diverse team that includes subordinate managers and supervisors, and possess the ability to inspire, motivate and empower staff in their professional development to achieve established goals.

About the department
The Health Care Services (HCS) Agency provides quality care and services to residents of San Joaquin County. In the course of fulfilling governmental mandates, HCS advocates for the comprehensive physical and psychological health needs of the disadvantaged for good public health and for accessible services for all. The agency aims to educate health professionals who serve the San Joaquin County community and through service, improve the health in the community as a whole. The Information Technology team within Health Care Services is dedicated to maintaining current information systems in all department areas, utilizing Health Information Technology to improve patient safety, utilizing scarce medical resources more efficiently, and implementing innovative and cost-effective measures to improve and maintain the viability of the Health Care Services agency as a safety-net provider to the community.

Desirable Qualifications
Education: Bachelor’s degree from an accredited four year college or university with a major in Computer Science, Communications, or Public or Business Administration, or a related field.
Experience: Five years of progressively responsible experience in computer programming, and/or systems analysis and design, including at least two years of management or supervisory experience in a comprehensive information technology environment ideally within a public health care organization, integrated health delivery system, or other health care provider organization.
