The Code Enforcement Officer, working under the direction of the Community Development Director, performs responsible technical and public contact work ensuring compliance with codes, rules, and regulations related to the compliance and enforcement of municipal codes, permits, and licenses  The Officer investigates citizen complaints and follows through by issuing notices of violation, citations, and/or proceeding with legal prosecution through the court system, maintaining thorough recordkeeping from initial complaint to case closure. 

Essential Functions:
The following duties are normal for this position.  These are not to be construed as exclusive or all-inclusive.  Other duties may be required and assigned.

Characteristic Duties and Responsibilities:
Investigates reports of violations of municipal codes, permits, and licenses Contacts violators and solicits their voluntary compliance
Issues notices of violation and citations to violators and initiates permit and license revocation proceedings
Logs and files documentation of actions taken
Determines which non-compliant conditions pose a threat to the public safety and takes appropriate action to protect safety of the public through such measures as requiring the immediate closure, barricading, and removal of persons from a hazardous condition; Issues immediate directives to cease and desist certain operations or practices
Conducts field site visits
Conducts follow-up visits to ensure violations have been abated; and when necessary, initiates forced abatement proceedings
Arranges for the violator to be billed for abatement costs
Assists with the creation of advertising materials for public information surrounding code enforcement issues
Responds to Public Records Act requests in a timely manner
Uses manual and computerized systems to enter, retrieve, update, and maintain code compliance data for record keeping purposes and for use in evaluating projected trends. 
Participates in on-going training and professional certification programs in the area of code compliance
Routine duties that may include photocopying, assisting at the public counter, answering phones, and other additional tasks as needed

Minimum Qualifications:
High School diploma and possession of certification as a code enforcement officer with familiarity with City codes, permitting, and license procedures. One to two (1-2) years of increasingly responsible municipal code experience and some college preferred.

Knowledge, Skills and Other Characteristics:
Knowledge of appropriate City procedures and application of City policies, codes, laws, rules and regulations. 
Ability to communicate with the public and handle public contact with skill and tact;
Ability to conduct investigations by identifying relevant issues and ascertaining the type of data needed. 
Ability to use independent judgment and exercise sound decision making

Physical Requirements:
Requires the ability to perform on-site field inspections including exertion of a moderate amount of physical effort to stoop, crouch, climb, and lift in performance of assigned duties; ability to work around building materials and chemicals in a safe manner; must be able to perceive color, shapes and forms; requires sufficient hand/eye coordination to perform semi-skilled repetitive movements, such as typing on a personal computer and operation of a motor vehicle.
