Human Resources Analyst is a journey level professional working in one or more of the following functions: recruitment and selection, classification and compensation, salary administration, employee relations, and departmental human resources programs.  Human Resources Analysts receive general supervision from a higher-level professional or management position and may provide direction or instruction to lower-level technical and clerical personnel.  Senior Human Resources Analyst is the advanced journey/lead worker level. Incumbents are assigned a variety of human resources assignments without detailed instructions or guidance. Senior Human Resources Analysts are distinguished from Human Resources Analysts by providing lead direction and training to other Human Resources Analysts, assistants, and/or clerical staff, and personally performing the more complex and/or specialized assignments requiring thorough analysis, extensive research, unusual or original solutions, and interdepartmental coordination. Senior Human Resources Analysts receive general supervision from a higher-level professional or management position and may provide direct or indirect supervision to lower-level professional, technical, and/or clerical personnel.  The Human Resources Analyst series differs from other analytical classes, such as the Administrative Analysts by its emphasis on human resources administration rather than general administrative responsibilities.

Duties may include, but are not limited to, the following:
Develops, plans coordinates, and administers the recruitment and examination process 
Assists in the development of practical tests; orders commercially developed exams; coordinates, schedules, and administers examinations 
Evaluates and scores examination results; determines pass points; notifies departments and applicants; and prepares and certifies eligibility lists
Oversees the preparation of job announcements, employment advertising, and other recruitment materials 
Establishes and maintains the city personnel files system 
Maintains records, gathers and analyzes data, and prepares a variety of statistical reports 
Prepares a variety of written reports, correspondence, and communications 
Prepares and coordinates proper completion of documents related to employment status including hiring, salary actions, and separation
Works with the public and employees to explain City personnel policies, practices, and regulations
Provides benefit administration and oversight 
Assists in the preparation and monitoring of the departmental budget 
Performs a variety of administrative and support duties for the Human Resources Department and related administrative offices
Compiles and analyzes data pertaining to personnel programs, policies, and prepares related reports
Researches and provides information regarding human resources policies, practices, procedures, regulations, and terms of labor contracts to City staff, other agencies, and the public
Manages and coordinates employee benefits programs
Assists with education and problem resolution relating to employee benefits and related questions and issues
Conducts new employee orientations
Oversees the administration of the worker's compensation program
Reviews worker's compensation claims and coordinates case management and return to work with third-party administrator and medical providers  
Provides direction and training to City employees, supervisors, and managers in worker's compensation and other human resources topics
Utilizes computer applications to support and conduct assignments
Implements and tracks personnel-related changes in MUNIS
Prepares a variety of correspondence and reports
Represents the Human Resources Department in interdepartmental, interagency, and public meetings; serves on committees and task forces as assigned
Performs related duties similar to the above in scope and function as required  

Knowledge of:
principles and practices of public human resources administration including recruiting and selection, classification and pay, and Equal Employment 
laws, codes, and regulations governing public human resources administration 
recordkeeping and reporting requirements related to public personnel administration 
correct English usage, spelling, grammar, and punctuation 
mathematics and basic statistics related to data analysis, setting exam pass points, and financial recordkeeping 
standard office methods, equipment, and procedures, including filing systems, keyboard operation, computer operation, and software and customer service 
Ability to:
interpret and apply City personnel program rules, procedures, and policies 
exercise sound independent judgment within established guidelines
prepare, administer and score written tests and other selection devices
prepare and maintain a variety of records and statistical reports including personnel files, regulatory statistical reports, and related documents 
prepare effective reports and correspondence                   
gather and analyze a variety of data 
effectively and tactfully communicate in both oral and written forms 
establish and maintain effective work relationships with those contacted in the performance of required duties 
develop and implement revisions to standard operating procedures to improve effectiveness or comply with regulatory changes as appropriate

Any equivalent combination of training and experience that provides the necessary knowledge, skills, and abilities required to perform the essential duties of the job.  A typical way to do this is:
Graduation from high school or equivalent.  A Bachelor’s degree in human resources  management, business, public administration, or related field is highly desired, and; 
Broad and extensive administrative assistance experience or analyst experience preferably in the area of human resources or related area in the public sector.  
Possession at the time of hire and continued maintenance of a valid California Class C driver’s license.

The candidate selected will be appointed for a 12-month probationary period. Names of successful candidates who do not receive a job offer will be placed on an employment list that normally remains effective for one year. The Human Resources Department may abolish an Employment list at any time the needs of the City so require. The Human Resources Analyst position is represented by the Management bargaining group. 

Prior to appointment to the position of Human Resources Analyst a medical examination and Department of Justice Livescan fingerprinting will be required.
