Under general direction, performs technical work involving the dissemination of information concerning City programs, projects and services; utilizes various media to communicate with the public and other concerned parties; assists in conducting, marketing, and research studies; performs analytical and administrative duties; and performs other related duties as assigned.

Develops, implements and coordinates a comprehensive communications program for the City, which identifies audiences, messages, communication tools and evaluation measures; prepares and disseminates a wide variety of public information regarding City business, special events, and city branding, including news releases, public service announcements, brochures, newsletters, special presentation, accomplishment updates, social media alerts, and City Council talking points, and related materials; prepares and maintains the City’s web site and cable channel; coordinates and participates in taking and developing photographs for presentations; attends special events; prepares inserts for the City’s utility billing; serves as the City’s graphics and printing consultant to other divisions and departments; advises departments on the design and layout of informational materials; reviews and edits camera-ready copy for printing; coordinates printing services for public information materials; develops and maintains special multi-media presentations as required including slide shows, displays, and photographic exhibits; prepares information concerning City activities for publication; prepares informational presentations to special groups; stays informed of new trends and innovations in the field of communications; maintain regular attendance; and performs other related duties as assigned.  Maintains regular attendance.

To qualify for this classification, an individual must possess any combination of experience and education that would likely produce the required knowledge and abilities; and enable the individual to successfully perform the essential job functions of the position.  A typical combination is:
 

Experience and Education:
Graduation from an accredited college/university with a Bachelor’s degree in Journalism, Public Relations, English, Communications, Public Administration or a closely related field; and three (3) years of professional responsible experience in public relations, graphic design, video production, media relations, social media communications, and marketing. Government experience is highly desirable.
